
Sandra Siharath
Asian Pacific Islander Caucus Leader
A San Francisco native raised by refugee parents from Laos, Sandra is the Executive Director of the Family Child Care Association of San Francisco. She is known for her work in early childhood care, international student engagement, and cultural arts. Today she serves as Executive Director of the Family Child Care Association of San Francisco (FCCASF). Her connection to the association goes back to the 1990s, when she supported founder Rosie Kennedy with office administration as a youth intern. Since 2015, Sandra has been co-owner of Angela’s Family Day Care, a licensed family child care home that has served San Francisco families since 1989. Running a home-based program herself gives her firsthand knowledge of the daily work, rewards, and challenges providers face. Since 2011, helps to teach CPR in four languages, and started a mini organic farm in the California Delta with her husband, Ko in 2023. There, young children learn about growing produce, and the families and friends of her child care program can campout and learn to fish in the California Delta. She brings firsthand provider experience and deep community roots to her advocacy for San Francisco’s family child care community. As Executive Director, Sandra leads FCCASF’s work to support, connect, and advocate for family child care providers across San Francisco. This includes growing membership, strengthening provider resources, and building partnerships that help providers succeed as small businesses and early educators. She studied at City College of San Francisco.
Oscar Tang
Asian Pacific Islander Caucus Leader
Oscar Tang is an AAPI family child care provider in San Francisco. He serves as Secretary on the Board of Directors of the Family Child Care Association of San Francisco (FCCASF) and as one of its Network Leaders. In the early days of the pandemic, he and fellow provider Pyrena Hui launched “We Are The Essentials To Help Our Essentials,” sourcing and donating PPE to providers and first responders when supplies were scarce. He became a go-to source for providers navigating relief funding, including federal unemployment aid, PPP loans, and state stipends, and helped facilitate CARES technical-assistance cohort trainings to guide providers through loan and grant applications. Today, Oscar focuses on growing FCCASF’s membership, reaching out to providers across the city, and making sure families and educators can access training and resources in their own language. He co-facilitated the AAPI Caucus at the 2026 NAFCC National Conference in Chicago. He believes no provider, and no community, should have to face the system alone.
Pyrena Hui
Asian Pacific Islander Caucus Leader
Pyrena Hui (Yin Yu Hui) is a family child care educator in San Francisco who has cared for children of mixed ages for 11 years. Originally from Hong Kong, she speaks Cantonese, Mandarin, and English. She is also a California-endorsed infant and early childhood mental health practitioner and a California-certified Early Childhood Education Mentor. As President of the San Francisco Family Childcare Association (FCCASF), she leads the association that supports a multilingual network of FCC educators through training, compliance support, and advocacy. When supplies were scarce early in the pandemic, she and Oscar Tang launched “We Are The Essentials To Help Our Essentials,” which sourced and donated PPE to FCC educators and first responders. They also built two peer support groups for monolingual Chinese-speaking FCC educators during COVID-19: one in San Francisco with 350 members and one across California with nearly 350 members. She believes home-based educators, many of them immigrant and AAPI women, deserve to be seen, heard, and supported, and that no FCC educator should do this work alone.
