Observation & Decision

The Observation Phase is the third stage of the NAFCC Accreditation journey. During this phase, a trained NAFCC Observer conducts an in-person or virtual visit to evaluate your program in action and verify alignment with the NAFCC Quality Standards.

Observations last approximately 4–6 hours and include documentation of daily routines such as:

  • Family interaction (drop-off or pick-up)
  • A meal or snack
  • Nap time
  • An interview with the Accreditation Candidate

Once your application is marked “Complete” in the Accreditation Portal, you will receive notification of your upcoming observation window and next steps.

All scheduling, documentation, and communication are managed through the NAFCC Accreditation Portal.

How the Observation Process Works

Step 1 – Application Marked Complete

When your application is fully processed:

  • You are placed into the appropriate observation cycle
  • You receive notification of your assigned observation window
  • You receive instructions to prepare for scheduling

Applications are scheduled in structured monthly cycles (e.g., January completions are scheduled for March observations).

Step 2 – Observation Window & Scheduling

You will receive:

  • The exact dates of your 4 week observation window
  • A required Observer Information Survey link
  • Access to the Observation Training Webinar
  • Required forms and submission instructions

Policy Notes

  • Observations are unannounced and may occur at any time within your assigned window.
  • Educators may select up to six (6) blackout dates via the Portal. Blackout dates must be submitted at least two weeks before the observation window begins. Federal holidays do not count toward blackout dates.
  • A minimum of three (3) enrolled children must be present during the observation.
  • In limited circumstances requiring rescheduling due to unforeseen events, NAFCC maintains a maximum 6-week scheduling window.
  • Direct contact with Observers before or after the visit is not permitted. All communication must go through NAFCC.

Standard In-Person Observation

  • Conducted at your licensed program location
  • 4–6 hour visit
  • Unannounced within your assigned window
  • No pre-visit required

Virtual Observation

(Available Only at NAFCC Discretion)
Virtual observations are approved under specific conditions. Restrictions apply in certain states and for most U.S. Military Bases.

If approved:

  • A 1-hour pre-visit occurs the day before observation
  • A 4–5 hour live Zoom observation is conducted
  • Laptop or tablet is required (cell phones are not permitted)
  • Families must be informed children will be on camera and must sign the Photo Relea
  • A stable internet connection is required

Educators may move their observation to a future observation cycle one time only with written notice to the Accreditation Department.

  • Written notification must be sent to accreditation@nafcc.org.
  • Conflicts outside of submitted blackout dates must be communicated immediately.
  • A $150 fee applies if:
    • Notice is not provided in advance, or
    • The rescheduling limit is exceeded.

Policy Note: Repeated rescheduling may require re-entry into the accreditation process.

NAFCC may approve up to two (2) no-cost extensions of the Observation Window for legitimate reasons.

  • Requests must be submitted in writing to accreditation@nafcc.org.
  • Educators may postpone their observation for up to six (6) months with a $150 fee.
  • All extension requests must be submitted before the Observation Window closes.

Approval of extensions is at the discretion of the Accreditation Department.

Educators who are unable to participate in their scheduled observation must formally withdraw in writing to accreditation@nafcc.org.

  • NAFCC will attempt contact three (3) times before automatic withdrawal.
  • Educators who withdraw must restart the accreditation process, including applicable fees.
  • Blackout dates must be submitted via the Accreditation Portal at least two weeks before your Observation Window begins.
  • Federal holidays do not count toward your six (6) blackout dates.
  • Direct contact with Observers for scheduling changes is not permitted.
  • All scheduling communications must go through NAFCC.

All observation documents must be uploaded through the Accreditation Portal within 48 hours after your observation.
Documents must be submitted as a single scanned PDF file. Photos will not be accepted.

After the Observation

After the visit, the Observer uploads the required documentation through the Portal.

Quality Assurance Review

The Accreditation Team reviews submitted materials for completeness and procedural compliance before forwarding materials for final review.

Accreditation Decision

If the application does not meet the threshold for accreditation, the Accreditation Commission reviews the observation results and issues an official decision.

Possible outcomes:

  • Accredited
  • Conditional Award (with required corrective actions)
  • Deferred (with required corrective actions)
  • Denied Not Accredited

The Observer does not make the final decision.
If accreditation is awarded, it is valid for three years, with required 18-month updates to maintain status.
