We are more than just numbers: Bringing alive studies about Family Child Care & using our voices to change the narrative.
Family Child Care Educators from around the country who are a part of the National Family Child Care Panel will share their experiences to bring alive the research & recommendations from a recent report about the supply of family child care. One of the researchers from the report, Juliet Bromer at the Erikson Institute will present the findings, and members of the National Family Child Care Panel will engage in sharing their own personal and professional mission and leadership. The National Family Child Care Provider Panel is supported by the Office of Child Care’s National Center on Early Childhood Quality Assurance and partner, All Our Kin.

Juliet Bromer, Ph.D.,is a Research Professor at the Herr Research Center at Erikson Institute. Bromer’s research focuses on the home-based child care workforce and the systems and policies that support quality improvement. She currently serves in a leadership role on two national studies including the federally-funded Home-Based Child Care Supply and Quality project as well as a foundation supported Multi-State Study of PreK and Family Child Care. She has collaborated with and advised numerous local, state, and federal early childhood initiatives around evaluation and research and translating research into policy and practice. She has published numerous peer-reviewed articles on home-based child care and serves on several national research advisory groups. Bromer received her M.S. in education from Bank Street College of Education and her Ph.D. in human development from the University of Chicago.
Tonia McMillian has been a licensed Early Care and Education provider for over 28 years. She primarily serves low-income children and their working families. She has helped educate and “raise up” hundreds of children, ages 6 weeks through 13 years old, ensuring that every child has a fair shot at achieving the “California Dream.”
She is a proud member of the CA Assembly Blue Ribbon Commission and in 2019 was appointed by Governor Gavin Newsom to the CA Early Childhood Workforce Policy Advisory Subcommittee. She was later appointed the Chair of the Subcommittee and, most recently, she was voted into the Governor’s full Early Childhood Policy Council. Ms. McMillian is serving her second term appointment as the Public Member of the Physical Therapy Board of California, and she is an Elected Delegate for the CA Democratic Party – 58th Assembly District. She serves as the elected National Secretary to the SEIU National African American Caucus (AFRAM) and is a dues-paying member of Child Care Providers United.
Hello, my name is Emma Villa. I have been a child care provider for 19 years at Emma’s Home Daycare.I have lived in Providence, Rhode Island for 28 years. I am a single mother of 4 children (3 girls and 1 boy) and grandmother to 3 grandchildren.I am proud to be Mexican.
I am a member of the negotiating committee and delegate of the Rhode Island SEIU 1199 Union of Home Child Care Providers. I am also a leader and mentor of the SEIU training center and facilitator of programs for my colleagues and other FCC professionals. In addition to training every day, I am also studying at Rhode Island College to offer better education and learning to the children who attend my program. I like to learn, share and listen to the ideas of my colleagues.
Latonta Godboldt, M.Ed. Latonta is a Pennsylvania Prek-4th grade certified teacher and the is the owner of Small Wonders Family Child Care Home, STAR 4, NAFCC early childhood educational program. Small Wonders FCCH is in Philadelphia, PA. Small Wonders has provided high-quality early childhood education to families for over a decade.
Latonta serves as a high-quality coach and mentor to family, group, and center providers. Latonta served as the President of
he Family Childcare Advisory Council. She holds a position as a steering committee member of SEPECC, and a leader in the local Childcare Providers Union, affiliated with 1199c.
Latonta is an alumni of the NAFCC Leader Shaping Leaders Fellowship, Pennsylvania Quality Assurance System instructor, and co-founder of Family Childcare Coalition. The Family Childcare Coalition (FC3) is a non-profit organization that is owned and operated by family and group providers. Our mission is to develop leaders who will coach, mentor, train and advocate for early childhood educators hosting in family and group dwellings. Latonta is one of the key leaders in the current “Worthy Wage Worthy” campaign for family and group providers.
Pattie Ryan is currently the Deputy Director of the Office of Child Care’s National Center on Early Childhood Quality Assurance (NCECQA), the principal convenor of the National Family Child Care Provider Panel and the National Collaborative for Family Child Care. Ms. Ryan has over 35 years’ experience in early childhood education and has had the pleasure of working with family child care educators throughout her career. Ms. Ryan’s range of experience includes working in the child care resource and referral arena, technical assistance and training design and delivery, local, state, and national contract management, and early childhood systems building. Ms. Ryan’s current role includes the support of training, TA and resource development for all 56 jurisdictions and Tribes designed to improve early childhood systems and increased quality, health, and safety in early childhood program settings for children. Pattie is instrumental in the advancement and national reach of OCC’s, NCECQA’s training of trainers for Strengthening Business Practices for Family Child Care.
